Reporting to the Account Manager, the Manager, Purchasing and Logistics is responsible for the transactional purchasing and in hospital logistics for the Scarborough and Rouge Hospital (SRH). This role follows a disciplined procurement methodology with adherence to the Broader Public Sector (BPS) Supply Chain Directive. 

This role will interface with multiple stakeholders, including clinical and non-clinical staff, as well as program managers throughout the hospital, and has accountability for managing the logistics staff (approximately 10 employees) and a group of 3 buyers.

 

Logistics Accountabilities:

  • Manage the daily operations of the Logistics department to maximize staff efficiency and ensure efficient flow of supplies, with a strong focus on cart management on the patient care units
  • Manage the replenishment of inventory levels in the central store to ensure a high level of customer service in the most fiscally responsible manner
  • Conduct regularly scheduled reviews of cart management to optimize supply and inventory levels, review results and gain consensus with clinical partners to implement changes
  • Responsible for managing the timely and accurate flow of all stock and non-stock material within Receiving, Shipping, Stores and Distribution areas
  • Ensure all areas of Logistics are a safe working environment and all staff and equipment operates in a safe and effective manner
  • Provide monthly reports on key productivity indicators to monitor departmental effectiveness
  • Participate in Labour Management meetings encompassing a wide range of labour, employee and department issues
  • Responsible for mail room parceling.
  • Assist in managing and monitor/review of departmental budget(s), analyze trends, and develop strategies to address variances
  • Management of pandemic supplies at the Hospital and external storage at vendor facilities

 

Purchasing Accountabilities:

  • Managing the daily operations and providing direction on Plexxus’ and hospital policies and processes
  • Develop and foster excellent communication and relationships with key customer groups
  • Serve as a role model for buyers in terms of customer service excellence
  • Manage appropriate KPIs assuring achievement of targets, taking action to correct where required through identification of root causes and development of performance improvement plans
  • Ensure all purchasing processes and transactions are in accordance with policy and procedures and provide professional procurement advice to customers and suppliers
  • Assist the purchasing staff to ensure awareness, understanding and application of the policies and procedures 

 

Other accountabilities:

  • Leads employees in more than one department at more than one site of the hospital.
  • Coach and mentor direct reports, following effective performance management processes and labour relation practices
  • Ensure that staffing levels are sufficient in order to provide excellent customer service; recruit, develop and train staff; develop succession plans
  • Recruit, retain, and manage performance for purchasing and logistics resources
  • Provides overall leadership through policy direction and organizes, motivates, fosters teamwork, inspires, leads by example and coaches and appraises the efforts of others to achieve business objectives of their discipline(s).

 

Qualifications:

  • Minimum 10 years of experience in a complex supply chain environment, including 5 years in a management/supervisory role
  • Minimum 5 years experience in an established customer service focuses environment
  • Proven experience in inventory management, including experience with integrated inventory technology solutions
  • Proven experience managing transactional purchasing/buying activities
  • Demonstrated experience managing employees within a unionized environment is preferred
  • Demonstrated skills in planning, organization, evaluation and implementation processes, along with strong leadership, team building, time management, problem solving and communication skills
  • Demonstrated professionalism in dealing with complex business issues
  • Strong interpersonal skills with the ability to relate to and communicate with all levels of management, customers, peers, suppliers and staff
  • Able to balance the needs of the customer while keeping in mind the constraints of the business
  • Strategic thinker able to transform ideas to reality
  • Experience using and ERP, such as SAP is an asset
